Russian soft power towards Austria on the example of cultural and educational policy in the years 2014 to 2019

The diploma thesis deals with the transformation of Russian soft power on the example of cultural and educational policy toward Austria in the years 2014 to 2019. The first chapter justifies the choice of topic and draws on the common history of Russia and Austria, economic, political and security relations. The area of tourism and culture of remembrance is also mentioned. The second chapter describes the theoretical discussion of the concept of soft power from the perspective of various authors. Starting from the general concept, the attention is further devoted to precisely focused definitions concerning education with an overlap in the field of culture. The third main chapter analyzes the examined policy in detail on the example of three key instruments. The greatest attention is paid to the "Russian Center" at the University of Salzburg and also to the "Russian Center" at the University of Innsbruck and the "Russian House in Vienna". The development of their programs, projects and other activities is discussed. At the same time, the fulfilment of goals and partnerships with other institutions and organizations in Austria, Germany and Russia are monitored. Goethe Institut and German Foreign Policy after 1990

This thesis focuses on programme strategy of Goethe-Institute in the broader frame of German foreign policy between 1990-2020. The theoretical part examines Goethe-Institute though the scope of soft power, public and cultural diplomacy. The development and the change of priorities of the Goethe-Institute are also outlined. Additionally, the independence of the Goethe-Institute from the German government is taken to account. A case study of the Goethe- Institute in Prague then proves a shift in priorities of the institute from bilateral Czech-German agenda to European topics. This shift is shown on specific examples of events held between the year 1991 and 2020.

Czech and Slovak Public Diplomacy after 1993: The Transformation of Czech Centres and Slovak Institutes

The dissertation "Czech and Slovak Public Diplomacy after 1993: The Transformation of Czech Centres and Slovak Institutes" seeks to compare Czech and Slovak model of public and cultural diplomacy after the peaceful separation of Czechoslovakia in 1993. It seeks to investigate whether the two countries embarked on similar journeys in their foreign affairs and whether the public and cultural diplomacy is at the forefront of their international policies. The dissertation aims to establish whether to accept or reject the hypothesis that the same historical circumstances and transformational similarities inevitably lead to similarities of Czech and Slovak public and cultural diplomacy. The first chapter of the dissertation focuses on a theoretical interpretation of public and cultural diplomacy. The second chapter of the dissertation deals with both countries' historical experience and describes the model of public and cultural diplomacy in each country from year 1993 to now. This part of the dissertation delineates conceptual documentation and describes the institutional dimension of this issue. Taiwan Scholarships as a Source of Soft Power

Bachelor thesis "Taiwan Scholarships as a source of Soft Power" deals with the Taiwanese view of the concept of soft power, it introduces the scholarships offered to foreign students and finally assess the impact those scholarship have on their recipients. The core of the thesis is the research carried out by the author using semi-structured questionare and interview. The researched subjects were defined in advance as Czech students who went to one of Taiwan scholarships. The first chapter is an introduction to historical context of Taiwan's contemporary situation. It also describes the Taiwanese soft power interpretation and application in practise. The second chapter focuses on the Taiwanese scholarships offer for foreign students. The third chapter presents the foundings the research.

The role of EUNIC in small states'cultural diplomacy: the case of Czech Republic

Small states have limited possibilities in promoting their own interests internationally due to their limited resources. They therefore use certain strategies to help them achieve their foreign policy objectives. This thesis deals with cooperative strategies in cultural diplomacy, as it often becomes a tool of small states for enhancing its visibility. But even in this environment, they face competition from stronger, larger states. Do small states use cooperative strategies in cultural diplomacy? And if so, how? The issue is examined in more detail on the case of the Czech Republic's participation in the association of EUNIC (European Union National Institutes of Culture), which represents a platform for cooperation of cultural diplomacy actors from the EU Member States. The Czech Republic is represented in the structures of EUNIC by the Czech Centers. The research of this thesis focuses specifically on the opportunities to strengthen the influence of small states in the international field, which EUNIC offers to the members. It focuses also on what motivations and risks are associated with cooperation. Innovation in cultural diplomacy: case of the Czech Republic and France

Innovation is an essential concept of today. Politicians, scientists, but also ordinary people talk about this concept. Everyone thinks that innovations are beneficial and needed. For a long time, this concept was primarily associated with the private sector. Nowadays, it is possible to find it in the everyday communication of public organizations and institutions. Because of that, it is possible to ask how public organizations who create state cultural diplomacy see innovations in their field of interest. Two cases - the Czech Republic and France display the essential differences and features in the adoption of innovations in the cultural- diplomacy agenda. The qualitative analyses of strategic documents, annual reports, and information about the performing cultural actions during the period 1.1.2015 - 31.12.2019 can show which innovations in the creation of cultural-diplomatic activities have appeared and if its adoption has differed in the two cases. The analyses include the French Institute in Prague and Czech Centre in Paris. "We have to bake small bagels now": German Russia-Foreign Cultural and Educational Policy in the context of the third Angela Merkel's government

Diplomová práce se zabývá analýzou zahraničně-kulturní a vzdělávací politiky SRN s důrazem na vzdělávací sektor ve vztahu k Rusku během třetí vlády Angely Merkelové. Pozornost je věnována především klíčovým změnám a definici normativních, institucionálních a koncepčních rovin. Úvodní část práce se věnuje základnímu uvedení do tématu, stanovení cílů, tezí a výzkumných otázek. Dále je zde popsána metodologie a kritické zhodnocení pramenů a literatury. První kapitola teoreticky vymezuje analytické koncepty soft-power, civilní mocnost, geo- ekonomická mocnost a "Wir müssen kleine Brötchen backen", které umožňují podrobněji popsat zkoumanou oblast. V této části je také definována zahraničně-kulturní politika a její hlavní instrumenty. Druhá kapitola představující empirickou část diplomové práce se podrobně věnuje vzdělávacímu sektoru zahraničně-kulturní a vzdělávací politiky SRN ve vztahu k Rusku v letech 2013 až 2017. Skrze klíčové programy a projekty jsou rozebírány cíle, tematické okruhy, programové, koncepční a částečně i finanční změny zkoumané politiky. Třetí kapitola se věnuje analýze a vyhodnocení těchto změn. American jazz diplomacy and the Czechoslovak Socialist Society

This thesis is focused on the activity of American jazz diplomacy in countries of the Eastern Bloc during the Cold War era. It follows the historical development of US jazz diplomacy and highlights its most important protagonists, the so-called jazz ambassadors, who were not only fighting against Communism through the medium of jazz music but also helping to create the positive image of US culture in the world. The primary aim of this thesis is to analyze the tolerance of the ruling regime towards American jazz music, as an instrument of cultural diplomacy, in the fifties and sixties of former Czechoslovakia. At the same time, it tries to find the reasons and preconditions which all led to organizing concerts of American jazz ambassadors, despite the negative attitude of the communist party towards jazz music. The author concludes that the communist authorities could use the concerts of African-American jazzmen in their own propaganda, emphasizing American racial segregation. Jazz music was also much more bearable for the Communists to let in in comparison to other new musical genres because it did not incite revolt.
